I took great interest to this quote and noticed a lot about it. Personal appearance and fashion are the first thing people notice when meeting a person for the first time. People tend to speak through there fashion choices. For example someone wearing a team Edward shirt shows a strong dedication to that character.
The Hunger Games fashion choices had a strong input on district 12 winning the games. If Cinna hadn't made such bold and beautiful fashion choices they would be lost in the crowd as the simple coal miners from district 12. Therefore they would not have gotten as many or any sponsors which without the help of the supplies they got in the arena they may not have lived without them. By being turned into the "girl on fire" Katniss had a role to play in the games, she was no longer another tribute. Katniss's life was saved many times through fashion.
The fashion in the Hunger Games is more important than a persons real physical strength. The dress Katniss wears in the beginning shows the flames of rebellion and was a symbol that people could believe in. Especially for an audience such as the capitol that favors fashion over personality, fashion will definitely play a key role in the series.
