Haymitch the Drunk

Our first meeting with the only live winner of the Hunger Games of District 12, Haymitch, is a "usual" for the characters in the book. He is a drunk, therefore always staggering when on live T.V. and embarassing himself. But at that moment, Katniss is "truly in danger of crying" when Haymitch "fortunately" staggers onto the stage. He says "I like her (Katniss)... Lots of...spunk!...." He then looks into the camera and shouts "More than you!" Katniss wonders if he is so drunk that he's actually taunting the Capitol, or if he is adressing the audience.
I, personally, think that Haymitch's drunkness is an act for the rebellion. Many strategies of the Games include one that I think Haymitch is using to perfection. Many tributes often put themselves into a lower status in the other tributes' eyes than what they really are, then surprise everyone by winning the Games. Haymitch is using this idea in a somwhat different way. By doing so, this puts District 12 really low in the Capitol's perspective, as it already is, being only a coal mine District. My idea is supported, a little, when Haymitch makes a deal with Katniss and Peeta that if he stays sober enough, they have to do everything their Prep team says to do. And Cinna is the one who gives the lead rebellion of the Mockingjay and the 'Girl on Fire' names because of the dresses' unique style.
But what I don't think matches this specific idea is the fact that he chose the 74th Games to be the start of the Rebellion. Why not the 70th? Or 73rd? Why was it that he chose Peeta and Katniss? Surely there were other District 12 tributes that could have done the "srar-crossed lovers" act..............
